Delaware police


The roaring twenties gave birth to the Delaware State Police. Cars speeding at 35 miles per hour, roving bands of troublemakers, and bootleggers provided the impetus. The result of these factors led to the beginning, in 1923, of a State Police force in Delaware. The first State Police Station was located on the southbound side of the Philadelphia Pike at Bellevue. It was an old construction shack that served both as the station and as headquarters. This building housed fourteen men who worked twelve hour shifts, seven days a week. From this single location the officers policed the entire state.

 

During 1924 - 1925, the State Police facilities were expanded to encompass five locations spanning the length of the state. Police stations were located at the following points :

 

  • Penny Hill - Station 1
  • State Road - Station 2
  • Dover - Station 3
  • Georgetown - Station 4
  • Bridgeville - Station 5

1. Delwate state police aviation unit

 

The Section continues to provide effective support services to our law enforcement, medical, and search and rescue communities. As the Sections mission expands to encompass the many new demands placed on the Division on the Homeland Security front, members have been able to incorporate new technologies, add new equipment, expand hours of operation to 24 hour service, and increase staffing to answer the call.

 

2.Delaware state police communications section

 

The Communications Section consists of three 9-1-1 Public Safety Answering Points (PSAPs) and the Headquarters Communications Center. This Section is staffed by 89 employees and two volunteers who report to Chief William D. Carrow, a civilian manager. The Section maintains a budget of approximately one million dollars, and is responsible for emergency complaint processing and radio dispatching operations, data communications and computer system helpdesk operations, radio, data, telephone, cellular phone, in-car camera & ; pager administration, 800 MHz radio equipment inventory, programming and installation, and Enhanced 9-1-1 Administration, database management and public education

 

3.Delaware state police fiscal contral section

 

In conjunction with the Administrative Officer - Budget, the Fiscal Control Section assists in the overall development, management and administration of the Division's budget within the framework of all prevailing state, federal, and Divisional laws, rules, regulations and policies. Specifically, Fiscal Control insures compliance with all Generally Accepted Accounting Principles as promulgated by the Delaware Department of Finance and the Office of Management and Budget, pre-audits all financial obligations for the Division, insures authenticity before processing, and insures compliance with all purchasing procedures. The Fiscal Control Section is currently staffed with one Controller, one Administrative Accountant/Assistant Controller, and four Accounting Specialists.

 

4.Delaware state police legal section

 

The Attorney General's Office has designated two full-time Deputy Attorney Generals from the Delaware Department of Justice to handle all civil matters for the Division of State Police. The deputies represent the Division and its employees in employment and Fourth litigation in the federal and state courts ; provide day-to-day general counsel on issues of law pertaining to personnel ; the Freedom of Information Act (FOIA); legislative and regulatory matters; teach courses at the Training Academy on the laws of search and seizure and use of force; and represents the Internal Affairs Section and the Divisional at trial boards in disciplinary proceedings.

 

5.Delaware state police planning section

 

The Delaware State Police Planning and Research Section performs a wide variety of tasks and functions at the direction and on behalf of the Delaware State Police Executive Staff and the Secretary of the Delaware Department of Safety and Homeland Security. The Section is staffed by three sworn and one civilian State Police employees. Organizationally, the Director of the Planning and Research Section reports directly to the Delaware State Police Administrative Officer.

 

6.Delaware state police state police domestic violence unit

 

The Delaware State Police Domestic Violence Unit was established in December of 1996. Investigators assigned to Troop 2, Troop 3, and Troop 4 staff the Unit. The primary objective of the Unit is to identify relationships at risk and reduce the incidents of domestic violence by means of intervention. The Unit conducts initial and follow-up investigations beyond the first responding trooper and collaborates with the Victim Services Section, Attorney Generals Office, Probation and Parole, Family Court, and advocacy groups to ensure the safety of all involved. The coordination of these investigations and services come under the direction of Sergeant Randy Fisher who is assigned to Headquarters.

 

7.Victim services section

 

Delaware became the "First state" in the United States to implement a statewide Victim Center to specifically address the needs of crime victims and survivors of sudden deaths. The Delaware state Police implemented this program in 1988 with partial funding through grants from the United States Department of Justice, administered by the Delaware criminal Justice Council.

 

Victims often experience many unfamiliar emotions such as: shock, disbelief, anger, fear, frustration, or guilt. Victims may be immobilized by the feeling that their lives will never be the same. Although these feelings are very normal, victims who are in a state of emotional crisis often are unable to work through these feelings on their own.They may not have the resources to seek professional assistance or may not know where to seek such support. Victims and/or their families may suffer financially, physically and/or emotionally. The Victim Service staff is prepared to assist victims, witnesses and families with these issues.

 

Goals of Victim Services

 

  • Provide short and long term crisis intervention
  • Act as an information and referral source
  • Reduce the trauma to victims, witnesses and survivors
  • Eliminate additional trauma
  • Coordinate resources through a single agency
  • Increase positive interaction between victims/witnesses, survivors and law enforcement
  • Provide a smoother transition into the criminal justice system in cases where an arrest
  • Guarantee services in those cases where an arrest has not been made
