Draw out a circle 42x42 px and fill it with some dark blue color: #0B11A3.
We build this glossy button in 5 steps and we need 2 crescent shapes with round corners, an arrow and radial gradients.

With the Pen Tool
create a half circle leaving a 1 px space around to see the blue circle.

With the Subselection Tool, select the bottom right anchor: you should get a blue square. Then go to the Path panel and select Fillet Points see Figure 4. When asked enter a corner radius of 3. Repeat the steps for the bottom left anchor. Select the half circle and add an anchor point. Drag the control handles. Now, using the UP arrow key on your keyboard, press the arrow key twice.

Select the first crescent, clone it then Flip vertical
and with the down arrow key move it to the bottom. Then apply a radial gradient.

With the Pen Tool draw a arrow and apply a drop shadow.
