This command is intended for both Fireworks CS3 and 4.
In Fireworks CS4, Fireworks auto-converts all imported quotes to smart quotes, no matter if you copy them from Word or Notepad, CS3, Illustrator. The Only way you can insert straight quotes (single or double) in Fireworks CS4 is to copy/paste such quotes from Photoshop.
On the other hand, in Fireworks CS3 the only way to get smart quotes is to import them from another application.
